Response Proportionate Disproportionate
I would have to agree with it. IF someone attacks you do you attack back with equal force? NO you attack back with all you have so that the fight will be short and sweet. If you try to attack back with equal force your just prolonging everything. The same is true with military. If they attack you you hit them with everything you have so they will know that they should not cross you again.
