What exactly does the term "Toxic Assets" mean?

This is when a loan is given out and at the time the collateral is worth more then the loan but then the person goes into default and at the same time the collateral has dropped below the value of the loan.
A great example of this is the real estate market in the States where mortgages are more then what the home is worth but the owner can no longer make the payments due.
