Gov. Jerry Brown has imposed mandatory water restrictions for the first time on California residents, businesses and farms, ordering cities and towns to reduce usage by 25%.
NASA said in December it would take about 11 trillion gallons of rain for California to recover. Groundwater is at its lowest level in 65 years, according to NASA's Jet Propulsion Laboratory in Pasadena.
