If someone buys a mobile home are they considered a first time home owner or not? Are mobile home owners edible to get help from the US$8,000 tax relief promised by the Obama administration?

I am not 100% sure but I will assume that yes, they are consider home owners (please if I am wrong, feel free to correct me). I know several people who own mobile homes in Utah and I am pretty sure they were consider home owners.
