How to separate police from thief?

There is a particular type of crime being perpetrated for quite some time now which the Commissioner of Police (CoP) and his officers either are too laid back or too intellectually bankrupt to address. Too often we read of reports where individuals are awakened at some ungodly hours by people banging on doors or barging into your homes claiming to be police, only to rob, r-pe and or murder clueless victims.
