I believe that the retrofit is a good thing to do but that the timing right now is not so good. How many can afford such a retrofit in this economy?

Yes putting this off for a year or so might have been a better choice. One thing on a positive note if they reduce the emissions from the stations then the over all pollution credit for transporting good reduces. This reduction helps you to look better for customers or other manufactures in Europe. So in the end it might actually help reduce employment.
