$m on SAUTT have failed to fight crime

The introduction of a retired Canadian colonel to fight crime in Trinidad and Tobago will clearly show that SAUTT, given the premier agency to fight crime (gang related), has failed, although millions of taxpayers' money has been spent on this agency. Ref. Source 1
