The overseas basing choices the United States makes for its military forces are a factor in deterring potential enemies, the vice chairman of the Joint Chiefs of Staff said.

I understand the thinking of this. If you have a potential enemy would it not make sense to place a operation base not far from them. This way if they do something aggressive your in place with troops for a much quicker reaction. This I think also will cause a potential enemy to think before they strike out.
