Is Port Of Spain Changing?

Port of Spain has changed a lot. Everytime I pass there, which isn't often, I see something new. The streets look more clean and a lot of reus bins are around. One thing isn't new are the vagrants though, they are still there sleeping on the pvement, sleeping on the benches and in your face asking youfor money. I think if the situation is ever going to be solved NGOs will have to do it because government can't put action where their mouth is on the issue.

Changing Spain Port Is

Yes, Port of Spain has changed a lot however the real issues such as homeless people still big and is not being addressed properly. The money allocated to solve this issue is so much, where is all this money going?
