I am glad they are updating their handcuffing procedures. A officer should never be cuffed to a prisoner especially a unstable prisoner. A officer needs to be able to react to anything that happens with their scope. IF they are handcuffed to a prisoner how can they safely react to anything that may come about?
A growing method employed by many New Zealand police officers is to use those plastic tag ties for handcuffs. They are said to be stronger, are smaller to carry and store and an officer and carry many of them, which is good when dealing with groups of criminals. They can also be tied round a lot easier when a target is squirming about.
