New Crime Initiative?

Confronting the crime surge

Whatever happened, we continue to wonder, to the new crime initiative that Prime Minister Patrick Manning promised would have been revealed three weeks or so after the end of last April's Summit of the Americas? We were told back then that, for whatever reason, the plan had been postponed but since then not even a whisper has been heard. Ref. Source 4
