House Speaker John Boehner has offered to allow income tax rates to increase for wealthy Americans in exchange for spending cuts, tax reform and entitlement reform in fiscal cliff negotiations with the White House, according to a source familiar with the discussions.
Boehner offered to allow tax rates to go up on American families earning $1 million or more. The president has long demanded that rates increase for households earning more than $250,000.
Obama and Boehner are in negotiations to head off a January 1 "Fiscal cliff," in which a $7 trillion combination of automatic tax increases and spending cuts would start to take effect. Ref. CNN

China's holdings rise: China, the largest holder of U.S. Government debt, increased its holdings slightly to $1.16 trillion. President Barack Obama said today that Republicans are too focused on getting the better of him personally in the fiscal cliff negotiations, rather than considering what is best for the country. "It is very hard for them to say 'yes' to me," Obama told reporters.
"At some point they've got to take me out of it" and focus on "Doing something good for the country."
Obama alluded to the Connecticut school shootings in calling on Republicans to compromise, saying that "If there's one thing we should have after this week, it should be perspective about what's important." He added: "Right now, what the country needs is for us to compromise." Ref. CNN
House Speaker John Boehner says his fiscal cliff plan won't come to a vote because "It did not have sufficient support from our members to pass. Now it is up to the president to work with Sen. (Harry) Reid on legislation to avert the fiscal cliff."
