Reuters - A Chinese city has killed 36,000 stray and pet dogs in a bid to wipe out rabies, state media said on Tuesday, as the country considers a draft law recognizing animal rights and making such a cull illegal.

Reuters deaths rabies dogs kills city China
With rabies being such a dangerous disease I can see they getting rid of the strays with no problem. I think this was something that needed to be done to control the spread of the rabies. I think that any pet that was owned by someone should have checked their vaccination record to double check them. Revaccinate those that may have been exposed.
