This is why the cartels have grown so much over the years. A serious attack on them means heavy losses on both sides because the level of gun fire is equal to military combat.

Homicides spike in Tijuana in 2016
Tijuana had 871 homicides last year making it the second-most violent city in Mexico, according to a University of San Diego report. The director of USD’s Justice in Mexico program said the increase can largely be attributed to violence among drug cartels. Ref. Source 1c.
