Repeat Offenders

THERE are some 4,000 people locked away in prisons around this country, National Security Minister Martin Joseph said yesterday. He gave the statistic as he delivered the feature address at the opening of a week-long conference of the Association of Caribbean Heads of Corrections and Prison Services at the Hyatt Regency hotel in Port of Spain yesterday. Some 13 of the region's prisons commissioners are here for the week-long event. Ref. Source 8
