See the below screenshot from FNC. It seems that the woman at the top, a sort of gang leader, had her teenage children go out and rob other teens in order to pay her bills. The mother seemed to influence her teens to do these crimes by telling them they would not be able to eat, have a place to stay and so on because they have no money.

Wow, she also participated in the crimes by dropping her own kids and coaching them how to steal. The children would boast to others (sometimes even victims) that they were the thieves. Of course mom denies everything and blame it all to the kids.
