What is this verse telling us?
Who is going to read the sealed portion?
Will it be literally on the house tops, or is it symbolic?
Any speculation as of to when this event will take place, and how?

I was reading D&C and ran into a similar verse.

How is this? . . . Is it literal? (I don't really think so)
"shall be spoken upon the housetops"

Isn't this a reference to the lost 116 pages that contained many truths that we weren't ready for? The other verse is just saying there will come a time that all will be able to hear the words that were sealed. At least that is how I remember it.

In ancient Israel and in the ancient world, the house tops was a like an out door patio, a public space if you will. It is where people would gather in the homes. (Remember David saw Bathsheba bathing on her house top.) Thus declaring from the house tops would be an image of declaring something public. Thus the book would be read in a place that others would see you, or that it will be declared to the general public for all to see.

This scripture is actually in reference to the writings of the brother of Jared, the sealed portion to the Book of Mormon.
These verses (from the footnote on vs 10b) shed some more light on when we will receive them.
Ether 4:4-5,13-15
