The only way I can think of all the senators and representatives getting together is if the American people had a special election where the American people passed legislation that the 535 welfare recipients in Washington DC were forced to be on Medicare and the national health care policy that the American people were to be on.
If I remember correctly there is a way to do it. I will have to once again look into it but if a vast majority of the people agree to it they can force congress to pass legislation to the peoples whim. It is a vote by the masses to show support to it that supercedes congress somehow.

You'd have to show me that one. I don't remember seeing that anywhere. There is a portion about instituting a Constitutional Convention, but that has to do with states voting for one… not the people. And even then, once it's started it takes states to vote to get things added… not the people. Now, there are scholars who think there are ways for the people to do this, but I truly doubt it would get past the Supreme Court since it is not exclusively written out whereby the Article V ways to alter the Constitution are written down.
