Utah Panhandling / Panhandlers

Salt Lake City is considering an ordinance that would place major restrictions on where, when and how panhandlers are allowed to operate in Utah's capital. "People have felt threatened and not felt that they were in a welcoming environment downtown, and that is a concern to us," said David Everitt, Mayor Ralph Becker's chief of staff. Ref. Source 4

Salt Lake City Council to discuss panhandling ordinance

Proposed restrictions in the ordinance would make such action illegal - a class B misdemeanor punishable by up to six months in jail and/or a 1,000 fine. Under the ordinance, people would not be allowed to ask for money within 10 feet of specific areas, including sidewalk cafes or outdoor dining areas, places where people are lining up to get into an event or purchase tickets, ATMs and bus or train stops. Utah Panhandling / Panhandlers History & Civil Business Politics

I don't think they feel uncomfortable what happens is that it is also a security issue from traffic problems to getting robbed in the parking lot or near the ATM machine I mean it's really crazy. I feel for these folks but not sure what can be done about it.
