Yes the frequency referred to is the rate at which the whole screen is refreshed with a new image. Typically over 100 is considered enough to get a good picture with no blurring in a fast action movie or with a highly intense game. I think 120 is the cheaper option giving excellent performance if you are using the screen for gaming.
That is to say 120 refreshed screens per minute.
