I have two thoughts on this and one might get mud thrown at me but here it goes.
It is very sad that someone would do that to the dog rather then dealing with the owner in a better way. I feel deeply for the girl as it is a deep lose to her.
To the father I must ask are you practicing being a idiot or were you born that way?
Obviously he was warned people are displeased with the dogs behavior and he should have listened if he truly respected his dog and daughter. After all a dog should be tied up or penned and not running around on their own off your property.
