Complicates? Um, yes, that would be a complication to further releases; however, releases will continue for those "formerly known as" enemy combatants.
I wonder what the Obama administration is expecting of these former detainees as they are released?!? On the other hand, what would happen to them if they were just kept without any sort of due process? The whole thing is a major problem.
