
Nope. You can cast level 1 spells, it's just that without a high enough CHA score, you get zero spells per day. Your CHA should be high enough to get you at least one per day, maybe two, I don't know. Plus, I think level one Bards know X number of level one spells, whether they can use them yet or not, but I could be mistaken. Best consult your rule book / SRD

Namdar has learned from his mistakes and his achievements. He spent about 200 gold resupplying, replacing broken items, getting clothing mended and if possible, staying in the nicest room in the inn for one night, and having the nicest meal, just because he can. He will also pay 3gp each day, which pays for Good private rooms and Good meals and a pitcher of common wine, per party member, including new ones, to stay at the inn - the same thing he's doing (minus the wine). He will also work it out with the innkeeper for the widow and her children to stay at the inn temporarily if needed.
