WASHINGTON, USA -- US Virgin Islands Delegate to Congress Donna Christensen, has applauded Thursday’s report by the Recovery Accountability and Transparency Board that indicates that with just five percent of recovery dollars spent, more than 30,000 federal contract jobs have been created or saved.
