I would never let them simply cease. What I have done in the past is to place greater demands on those who participate, for instance I only run games where the Players are active in the Community and where a certain number is willing to start.

I encourage you to invite you to invite your friends and relatives that may be interested in serious participation. I think the best GMs are in fact those that are Players, because they know the system best and can then take it over with more confidence, therefore if this is not you it may be someone you invite here. They can then modify the game theme to suit their own passions as GM.
