If you want to help make change then flood the country with people who can help bring it about. Keeping everyone on either side of the wall just makes stronger enemies. This should have been done long before. Now Venezuela and the Russians are already deeply intertwined with them again when just a couple of years ago they weren't.

Yes allow for all to visit freely and you will some major changes coming along down the road. I do not think that Russia or Venezuela has any real sort of hold on Cuba at all. I think that will become evident as more and more Cuban Americans travel back and forth to see their relatives.

I think the US prides itself in trying to keep its citizens safe so it does restrict access to some places for the safety of its citizens.
Granted that Cuba has not been a bad spot it was still listed as a possible place where americans may have been abducted. Whether that was true of not I do not know.
