I would say that they will get everyting they wanted. I mean they exploded at least one if not two nuclear weapons and now say that they are sorry. Let me explain this in the way that the other countries around them heard....
I am sorry we exploded a weapon that could destroy your country. Let's talk about that aid that you were giving us...can we still have it? We might need more because our people are hungry, as we are funneling all our money into weapons. We are going to ask for stuff nicely until we have to do otherwise.
Meanwhile, all the other countries that deal with NK know deep down that the genie is out of the bottle and there is no way to cap it. The only thing we can try to do is slow the movement. Countries will give in partially (only to make themselves feel as though they really still have a choice) to the demands of NK for aid. NK will agree to suspend their nuclear program and agreed to to sell the technology to other countries. NK will lie as they have time and time before (check the UN resolutions going back to the early 80's with promisses of stopping their program) and will sell the technology abroad. The world will be shocked when another "third world" country with enough cash to buy the technology explodes another nuke.
Unless, like in the movies, people in NK associated with the nuclear program can have their minds erased, they will still have this technology. This technology will always potentially be for sale. Please note the reports of increased meetings between Iran and NK.
NK has gotten everyone just where they wanted them. Explode the weapon. Wait for the dust to settle and then talk about getting paid. We are just now to the getting paid part and believe me that NK will get paid well.

The US seems to have backed down and gone quiet on the issue, and I bet that is largely because of the lack of support towards Bush. I think the biggest losers here are of course South Korea and Japan. Meanwhile, China just shrugs her shoulders and goes back to business as usual.

Look at the listing of UN Resolutions against NK for their nuclear program. See the agreements that were signed by the ruling party of NK that is still in power. Did they accidentally develop a nuclear weapon or did they just collect their goodies (foreign aid) and just go about building a bomb regardless of the paper they signed. The evidence shows us that time and time again that NK has no desire to live up to their end of the agreements signed. So what makes anyone think that they will now? Did they all the sudden get a case of bad conciousness?
I am not sure that I would call SK, Japan and Taiwan (I will throw them in as well) losers in this deal. All three of those countries can and will start very quick and rapidly successful nuclear programs. The big losers in this is anyone that was trying to check the spread of nuclear weapon technology. China has already had its talk with NK very shortly after the testing as high ranking officials from NK were called to China. Interestingly enough, China has started to resume its food aid to NK and there has been no more explosions since the meeting. This is not to say that China has NK in check...they did shoot off the nuke without the blessing and it made China look like it did not have control over NK (which it really doesn't). Japan has already started legislation to OK a nuke program and who can blame them.
The US has from the beginning tried to let the UN, Russia, SK (who have been instrumental in dealing with the NK's from the beginning) and China control NK. This is why there was no direct communications between the US and NK. Plus, with the beating that the US has taken over Iraq, there is no way that the US will take the lead in any international conflicts for quite a long time. Rest assure that whatever happens in the world, the US is initially going to watch, support whatever UN actions (of course they will try to influence those) and wait to be asked for help. I expect the US to only take a lead after a few countries like Russia and France publically ask for support. Then it will be called a coalition instead of US might.

Cha Ching....they got paid! Well, they nearly have gotten paid for blowing up the nuke earlier. 25 million is nice money for a starving country, but I doubt it will be used on food for the masses. It really doesn't matter if they stop the reactor now or 3 years from now, they have the technology and probably a nice stock pile of material already. Might as well just give them the money and let them keep the reactor because in a couple years they are going to accidentally and sorrily set off another nuke and look for some more cash.
