They obviously reached some type of "deal". I do not believe for a second that they just had a change of heart. I wonder what this deal entitles.

Welcome to the "getting paid" portion of our show folks! They exploded the nuke and now they are going to collect. Millions of dollars of drug money (potentially drug money...no one was offically charged) have been released back to the N. Korean government. There is now 1,000,000 tons of oil promissed to N.Korea in payment for shutting down the reactor. Also, they are recieving food aid from several countries. They are going to report all of their nuclear programs to outside agencies. Now this is key, it says report. It doesn't say anything about disabling any existing nukes...just declaring them. OK, so we get a count of how many the newest country to join the nuclear club! GREAT!
Have we gotten promisses for aid and food before? Sure we have. They promissed since 1980 to not have a program for developing nuclear technology. I guess while they were burning all the oil and eating all the food they got in those deals, they forgot to actually stop developing nuclear technology. Just a oversight, no problems...
How do we get them to forget what they learned to make nuclear bombs? Cant...sorry. Whoa...then we better get them to promise not to share this with anyone else! OK, what technology do they possess which is in the highest demand around the world? Good luck in stopping its sale!
Bottomline, we will just continue to pay him off and slow down the inevitable.
