This frequently happens in N. Korea. The usual tactic for the Great Leader is to not actually back down but step up. He will typically shoot off a missle or threaten to shoot off a missle. When everyone comes to calm him down, they do it with aid in hand. He promises not to do it again and they give him food and other aid. Just look at the sanctions that have been placed against them since 1980. Each one said "no nuclear program" and guess what...he kept going and took all the payoff aid for signing the sanction. Love to say this is probably going to end up differently, but for 30 years, this has been the cycle.

Is all of North Korea's land barren that they cannot plant or do they just rather be known as the 'bumb' country and accept handouts?
Maybe this is one reason no one would ever enter North Korea by force, because the calamity they would find might be one of hunger and not soldiers with guns.

In recent history, N. Korea routinely overstates the devestation that the weather creates for their farmlands. Typically, this is a ploy to get more aid from other countries. It mask the inability of the current inefficient governments to provide a plan for and strategy for farming. Dont get me wrong, there has been damage to their farmlands, but most of the time it has been exaggerated as to how much in order to solicit more donations of food from other countries. THis allows them to continue their practice of "military first". Let others feed our people and we can continue to spend the money on military.

An article from last year.
The country is mostly mountains, so there is not a lot of ideal land for homes and food growth. However, this is not a acceptable excuse because S. Korea is mostly mountainous as well and they still have food to eat. Edited: Vincenzo on 17th Apr, 2008 - 10:17am

Having been in south Korea for over two years I have come to see how they have adopted to their homeland and made farming along the valleys and up the sides of mountains work. I believe that if the south Koreans can do this then the north Koreans should have no problem doing it. I would be one who would not give any aid to the north and force them to stop this military stuff and get thier people fed. IF nothing else maybe the north koreans will see that their leader is doing nothing for them and take care of the problem their own way.
