If you look at the history of the Korean Conflict, you will see that this is a pattern established back in the 80's. It happens about every 1-2 years and usually just before winter. N.Korea has little fuel oil for heating and they don't work hard at growing rice, so they are short of both typically around winter time. If the weather was bad for rice growing, you can almost guarantee an event will occur that is sated by sending fuel and food. Additionally, this kind of stuff happens fairly frequently in S.Korea but we don't hear about it. I can say I have seen reports of spies washing up on river banks in S.Korea because their diving equipment failed...the rest of the world didn't hear a word of it. THe only reason this was broadcast was because of the bombing, but shots are routinely fired across the DMZ.
The only strange thing about this is that there was 17,000 people living on the small island and there were only two fatalities. In talking with some Koreans, there is a thought that the N.Koreans (and we know they had threatened islands near the aquatic boarder weeks before the actual bombing) telegraphed the exact location of the intented bombing as to make sure civilian life was spared but the new leader (who with his father visited the attack launching location...hours before the strike) was allowed to earn a few stripes for his military skills. Not sure I believe this...but have heard it.

Comments: I'm South Korean. I want to corret your post. There were 1,700 people who have lived in that island, not 17,000. And it ended up with 4 fatalities included 2 marines and 16 people were seriously or slightly injured.
Sorry about that Yesomi. I hate getting facts incorrect and appreciate the correction. My point basically was that this was a small island with a significant population and for there to be a surprise attack, the casualty numbers are fairly small. It seems either that the N.Korean attack was more for show and less for actual destruction or the islanders had some warning of the impending attack.

The official said the soldiers would protect Chinese port facilities, but the location also gives access to the Sea of Japan (East Sea), while a senior security official was quoted as saying it would allow China to intervene in case of North Korean instability. Ref. Source 5
North Korea has agreed to a moratorium on nuclear activity at Yongbyon, its major nuclear facility, the U.S. State Department said Wednesday. North Korea also has agreed to a moratorium on long-range missile launches.
The announcement came Wednesday after a U.S. Delegation returned from Beijing following a third exploratory round of bilateral talks.
In a statement, the State Department said the United States "still has profound concerns regarding North Korean behavior across a wide range of areas" but that today's announcement "reflects important, if limited, progress in addressing some of these." Ref. CNN
North Korea long-range rocket broke apart in air after launch, U.S. Official said.
The North Koreans have said the rocket was being used to launch a weather satellite into orbit.
Tokyo had threatened to shoot down the rocket if it appeared to be threatening its territory.
