Secretary of State Colin Powell voiced optimism Sunday that the United
States will find the nine votes in the United Nations Security Council
this week to pass a resolution opening the way for war against Iraq. But
he acknowledged that opponents, led by France, could veto the measure.

Something really important must happen for that the opponents change their mind and give the okay for this war...I don't think they will. I don't know the exact vote but I don't think they will get the 9 votes they're looking for.

The U.S says the final word, based on the U.N. Yet the U.S does not like making the U.N unhappy. In this time of war, the U.N is pretty much controling everything, because they influence everything Bush does. If the U.S would go at it on their own without the U.N we would have been in war several months now.
