Why is it that US Farmers are not allowed to save seeds from their crops in certain instances?

Seeds Saving and Farmers

Some farmers plant a field as a test plot for a seed company. The seed was provided to them by the seed company and thus the corn or soybeans that field produce belongs to the seed company. The farmer does get paid for the use of this field.
