Disabled boy allegedly was chained to couch
SOUTH SALT LAKE - A 14-year-old boy who police say is "severely mentally challenged" was found tethered to a couch Wednesday. Police arrested the boy's uncle, Tai Ngo, the boy's primary caregiver, and booked him into the Salt Lake County Jail for investigation of felony abuse or neglect of a disabled child. Ref. Source 6
I am unsure on this. He was on a tether that allowed him access to all parts of the apartment but yet he was in a diaper? His cousin stated that he chases people through the hallways so he needs to be restrained. The police BELIEVE that he may have been locked in a room with nothing in it? I think we are not hearing the whole story here. I guess for now having this child and his 12 year old brother in protected custody will help us get some answers.
I don't know the challenges of this kid but there are better ways to handle this type of situation. It's plain wrong to have a kid chained to a couch.
