AP - The International Monetary Fund says a group of international lenders has agreed to provide Latvia a financial bailout package worth $10.5 billion (euro7.5 billion euros).

In my opinion. Latvia needed this loan because it did not have enough money to pay all debits which were made. This is the only explanation which I can think of.
