Senior firefighters allegedly drinking before fatal fire

The Fire Service is investigating allegations that two senior staff had been drinking before attending a fatal fire in Rangiora. Ref. Source 4

Drinking Firefighters

I am unsure of how drinking before hand had to do with lack of oxygen in the tanks. I think who ever was responsible for making sure the oxygen tanks were refilled are more to blame here.
