Basically a detention is shorter in time (around 20 minutes or so), if an officer feels you're involved in a crime but doesn't have enough evidence for an arrest, he will detain someone with the purpose of seeking more information. When you're arrested, the cops have the right to do searches, seize items, et and of course there is enough proof of involvement.

A person of interest can be detained, searched and questioned. IF they prove to be involved they then can be arrested and their rights read to them. Most police will read a detained person their rights too just to cover themselves so they do not have to stop the questioning and advise the person of their rights. IF the detained person proves to be not involved they are then released and can go about their business.

I'm from Spain and right next "door" in Portugal they have something called an arguido its basically a person of interest but the police can detain you and interview you for long hours if they wish to do so.

You are correct in some countries one can be detained for many hours or days without ever being arrested or charged with a crime. I think this is wrong but many other countries do not have the freedoms that are guaranteed here in the USA.
