Killing Considered Refuge

With people owning pets and these refuge centers refusing to take pets can put a person in a real bind. I know I would not want to leave my beloved pet behind for a angry spouse to take it out on them possibly killing them. I hope that something can be done to be able to have a place of safety that will accept pets.
