WASHINGTON - Senators, scrambling to leave Washington after a Christmas Eve vote on health care, have one tool to make their travel go more smoothly: They can reserve multiple flights and pay for just one. The Senate and House have maintained this longtime perk, despite passing sweeping ethics rules in 2007 that bar lawmakers from accepting gifts or meals from any groups seeking to influence lawmakers.
