What is the "Gravity Tractor Plan" with regards to asteroids hitting earth?

I know this one because I was into finding out about asteroids hitting the earth. What happens is we build rockets that attach themselves to an asteroid coming towards earth. The rockets trust the asteroid off its path so it misses earth. Thing is they have to do this like really early because its not something that can be done at the last minute.
