Russia entered the New Year in the traditional manner ? embroiled in an energy dispute with a neighboring state. Disagreements over export duties have prevented Minsk and Moscow from signing a new agreement on the supply of Russian oil to Belarus. Negotiations remain stalled. But despite a brief (and hotly denied) suspension of oil supplies to Belarusian refineries, the dispute has not devolved into the kind of ill-tempered confrontation that has been seen in disputes with Ukraine.
