I don't get it! The husband seems to be equally responsible for this because if is true that this woman has schizophrenia, bipolar disorder, and depression and social services was involved with this family in the past, how is it possible that they had so many children!

No protection, no family planning and no one to monitor what is going on the home (re: social services). Maybe some people need castration rather than bring more children in the world to be abused.
