ST THOMAS, USVI -- A twelve person jury returned a verdict of “guilty” Tuesday against a former Director of the Virgin Islands Bureau of Motor Vehicles who was charged with fraud. Delvin D Duggins, a 44-year-old St Thomas native, stands convicted of one count of fraudulent claims upon the government.
