The last few weeks have seen conspicuous strides in nuclear cooperation between the United States and Russia. Presidents Barack Obama and Dmitry Medvedev finally signed off on the overdue START follow-up, and then met last week for the nuclear security summit in Washington. Obama has also implemented a new U.S. nuclear policy, which puts more emphasis on nuclear weapons as a tool of deterrence. But while the raft of developments may give a positive reading on political relations between Russia and the United States, those hoping for real headway in nuclear disarmament should be disappointed.
