Officials: Prop 47 reduces jail assaults
The Sheriff’s Department is acknowledging a link between the reduction in inmate assaults and an overall drop in the county’s jail population since Proposition 47 was passed last year. About 30 percent fewer inmate-on-inmate incidents were recorded in jail facilities. Ref. Source 4y
Inmates used tunnels, makeshift rope in jailbreak
A manhunt is underway for three dangerous prisoners who escaped from the Orange County Men’s Central Jail by rappelling from the roof using a makeshift rope. “This appears to be a very sophisticated operation,” the sheriff said. Ref. Source 8t.
The two remaining fugitives from a California jailbreak last week are in custody, the Orange County Sheriff's Department tweeted.
The department said details on how Hossein Nayeri and Jonathan Tieu were detained will be discussed at a noon (3 p.m. ET) news conference.

In 2011, California embarked on one of the biggest and most controversial criminal justice experiments in history. Following the Supreme Court's decision in Brown v. Plata, the state passed the Public Safety Realignment Act ? in legislative shorthand AB 109 ? which required that California's 58 counties develop policies that best fit their local needs in anticipation of the transfer of 33,000 inmates from state prisons to county supervision. Their options included adding jail beds, putting the transferees on probation or under electronic monitoring, or providing drug/alcohol rehabilitation services.

A look at California's Elderly Parole Program
Since the state's Elderly Parole Program began in 2014, more than 1,180 inmates have had hearings and 317 have been granted parole. The program is meant to ease overcrowding in prisons but opponents said early release based on age is arbitrary. Ref. Source 5p.
Deputies injured in fight with drunken inmates
Three Santa Clara County deputies were injured this week in a fight with a pair of jail inmates suspected of being drunk. Officials said the inmates allegedly fermented fruit inside their cells to make alcohol. Ref. Source 8q.
Inmate shot, 3 others hurt at state prison
One inmate was shot by a correctional officer and another prisoner suffered multiple stab wounds yesterday during an incident stemming from a fight at California State Prison-Sacramento in Folsom. Two other inmates suffered minor injuries in the fracas. Ref. Source 1m.
