Last Week Russia and Kazakhstan announced that they would go ahead with a Customs Union without the proposed third partner, Belarus. Russian Prime Minister Vladimir Putin said the ?only? obstacle to Belarusian involvement was the dispute over oil exports. But despite the diplomatic language, some see the move as the latest sign of a rift between Moscow and Minsk. As Russia and Belarus drift apart, speculation is growing about who the Kremlin will back in the upcoming Belarusian elections.
