The claim that these high-powered sound blasters will be used for communication only is kind of odd, don't you think? Anyone standing within a mile of it will be completely debilitated when it broadcasts. Aren't cell phones and radio communications more efficient and less harmful?

Rather off topic, but...
It sounds like the HAARP project in Alaska that claims to be only an atmosphere study project, but most conspiracy theorists like to point to it as a weapon of mass destruction. From Wikipedia:
