Moscow Mayor Yuri Luzhkov's relationship with the capital's judiciary fell under the spotlight last week when the European Court of Human Rights asked Russia to hand over information relating to his tally of 50-plus victorious defamation claims. Luzhkov has never lost a single libel case in a Moscow court in his nearly two decades at City Hall, and his detractors say that's because he controls the courts. Could the Strasbourg bring him down?
