Yesterday?s referendum was a litmus test of the Kyrgyz interim authorities? resolve, ability and legitimacy. Resolve, because the ethnic clashes that killed some 2,000 people two weeks ago seemed timed deliberately to disrupt it. Ability, because their utter failure to get a grip on the violence called into question their competence in government.
