It is amazing how these South American countries commit these number of 'secret' deaths or murders... Is this something akin to Latin cultures?

PERU: 60,000 PEOPLE DIED OR DISAPPEARED
In a dramatic upward revision of the number of victims, Peru's Truth and
Reconciliation Commission found between 40,000 and 60,000 people died or
disappeared in the two decades when government forces battled a brutal
insurgency by Shining Path guerrillas, the commission's president said
Tuesday.

I'm not amazed of this number of horrible crimes committed in Peru. Chile has also many thousands of 'missing' people and of course Argentina has around 30,000 people 'missing'. Most of those countries, have 'forgave' the military for those horrend murders, meaning, they're free and walking in the street like normal citizens :
I hear a lot of good things about Latin America, but at the same time I do not know if it is safe to visit. I always seem to hear stories about theft and kiddnappings. Its a shame the bad people always make it sour for others.
