I can believe this, in some areas the ethnic minorities are actually the 'majority', and with so many more immigrants coming into the country the equations are bound to change.
I know when we had massive influxes of Polish immigrants around 10 years ago, schools found it very difficult to cope with language barriers. There are also the issues of multi faith religions being opened up into the country.

When I lived there, and we are talking the early nineties, I remember coming across a lot of people who did not like the growing "Paki" or "Asian' communities. There were communities that we went through that were totally of one race. There seems to be a lack of assimilation by those who come to the UK similar to what the US citizens complain about with the Mexicans and others. Personally I wonder if we will all just be able to get along one day.
